Road Management Systems and Institutional Support Eastern Cape South Africa:

HHO Africa undertook a wide ranging appointment to manage various aspects of road maintenance and provide institutional support and training in the Pondoland region of the Eastern Cape. Much of the road system in this area comprises gravel roads that deteriorate over time and particularly in the rainy season. The departmental maintenance organisation functioned ineffectively and HHO Africa were also asked to investigate measures to improve performance in this sector.

Some of the more notable aspects of road management covered by the appointment were:

	Economic evaluation and prioritization of the road maintenance programme
	Contract documentation and management of regravelling, grader blading and stormwater drainage improvement contracts using both experienced and smaller emerging contractors
	Training and development of entrepreneurs in routine road maintenance and supervision of maintenance contracts being done by these emerging contractors
	Re-organisation and initial management of the departmental road maintenance resources
	Development and implementation of training programmes within the client organisation
	Area wide traffic counting and axle weight analysis for all the primary roads
	Bridge maintenance and rehabilitation of bridges
